Utah lawmakers approved spending $10 million in the past two legislative sessions on turf buyback programs, to get Utahns to rip our their grass and save water.

But to qualify for the rebate of $0.50 to $3 a square foot of grass, their city must have an ordinance that limits grass in new construction.

One state lawmaker estimates only half of the cities have such an ordinance.

As of May 4, 2023 the following cities HAVE the ordinances:

Alpine
Bluffdale
BountifuL
Clearfield
Cottonwood Heights
Farr West
Fruit Heights
Heber City
Herriman
Hyde Park
Ivins
Kearns Metro Township
La Verkin
Lehi
Millcreek

Sandy City
Santa Clara
South Jordan
St. George
Summit County, Snyderville Basin

The Utah Department of Natural Resources maintains the list and will add cities as they update their landscape ordinances. If you live in a city that doesn't qualify, DNR recommends you contact your local officials to encourage them to adopt a model ordinance.
